EU countries seek to expand raw material targets and increase aluminum

On June 30th, foreign media reported that last Friday, EU countries agreed to increase the proposed goal of recycling and processing raw materials required for green transformation, and added aluminum to the list of essential minerals.

The Key Raw Materials Act is the core of the EU's strategy to ensure that its industry can compete with the United States and China in manufacturing clean technology products and obtaining necessary raw materials.

In March of this year, the European Commission proposed that by 2030, the EU's mining of 16 "strategic raw materials", including lithium and copper, should be increased to 10% of the EU's annual consumption, the EU's recycling rate should be increased to 15%, and the EU's processing utilization rate should be increased to 40%. Materials from a single third country should not exceed 65%.

Foreign relations of the European Union said that EU countries agreed last Friday that the recovery and disposal targets should be raised to 20% and 50% respectively.

They also proposed to add aluminum, alumina (alumina) and Bauxite (main aluminum ore) to the list of strategic raw materials.

Bauxite has been listed in 34 "key raw materials", including all strategic raw materials and other projects such as arsenic and coking coal.

The bill is expected to simplify the licensing process for key raw material projects, monitor to mitigate potential supply risks, increase recycling and import diversification.

The Council representing EU countries still needs to reach agreement with the European Parliament on the final text of the law, and it is expected that the European Parliament will finalize its position in October.

The goal of the European Council and the European Parliament is to complete negotiations on the relevant text by the end of this year.
